我已经使用packages.ubuntu.com 网站找到了说明。

1. 编辑文件/etc/apt/sources.list（双击文件管理器或sudo nano /etc/apt/sources.list从终端使用）。将新记录添加到包列表中：

   deb http://cz.archive.ubuntu.com/ubuntu wily main

2. 关闭此文件（Ubuntu 将自动更新您的软件包）。如果不是，则执行sudo apt-get update.

3. 执行sudo apt-get install python-dev。它应该有效。如果没有，请尝试此处的另一个软件包链接。
