Github Actions Rails Postgres 数据库“test”不存在

此 Github 操作流在“Db create Migrate”步骤失败。

ActiveRecord::NoDatabaseError：致命：数据库“测试”不存在

我明白我可能不存在。我的目的是创造它。为什么它没有被创建？
