以下将为 Windows 安装预构建的二进制文件。它在 3.9 上对我有用。您可以在安装 psycopg2 后卸载 pipwin。

pip install pipwin 
pipwin install psycopg2

安装 psycopg2 后可选：

pip uninstall pipwin
