SET_TIME是一个signature|privileged级别的权限。您不能在运行时请求它，无论是使用requestPermissions()或GrantPermissionRule。

而且，除非您正在构建自己的固件或计划由 root 用户在特权分区上安装您的应用程序，否则您最好<uses-permission>从清单中删除该元素。
