我通过使用命令解决了这个问题:

pip install wheel

然后pygame?1.9.2?cp36?cp36m?win_amd64.whl从这里下载(我使用的是64位Windows).我将文件复制到Python文件夹然后使用

pip install pygame?1.9.2?cp36?cp36m?win_amd64.whl

它起作用了.
