1. 在您的情况下取消设置socks代理: unset all_proxy unset ALL_PROXY
2. 安装缺少的依赖项: pip install pysocks
3. 重置代理,source .bashrc并pip install再次使用socks代理.

激活 venv 后我也无法安装 Django 和其他东西，而不是我最终这样做了 [1]

type: sudo gedit .bashrc #or any text editor if gedit is not there 

      add this line at the last of your .bashrc file 
      export all_proxy="https://your_proxy:your_port/"
