您还必须使用 dism /online /enable-Feature /all /FeatureName:WCF-HTTP-Activation45 激活 servicemodel 4.0

并在 IIS 管理器（服务器 -> 功能 -> 模块）中检查是否看到 servicemodel 4.0，然后删除 servicemodel。
