磁盘清理工具（如屏幕截图所示）在后台使用 DISM。如果它正在扫描，或最近用于扫描，或进行更改等，则可能导致其他 DISM 实例显示该错误。

关闭磁盘清理工具的所有实例，然后再次尝试 DISM 命令。
