maxDecimalValue(5,3) = 10^(5-3) - 10^-3 = 100 - 1/1000 = 99.999
maxDecimalValue(1,0) = 10^1 - 10^0 = 10 - 1 = 9
maxDecimalValue(1,-1) = 10^(1+1) - 10^1 = 100 - 10 = 90
maxDecimalValue(2,-3) = 10^(2+3) - 10^3 = 100000 - 1000 = 99000
