我通过在根项目文件夹中添加此 global.json 文件来解决此问题

根据您的 dotnet sdk 版本，它可能会有所不同。但不要使用版本 6。

解决方法之一是使用 Azure 管道。

1. 尝试从 DevOps 门户创建 Azure Pipeline。
2. 以 zip 形式发布网站。
3. 通过在 Azure DevOps 中创建服务连接来部署到 Azure 应用服务。
