Versions tha I am using:
    Angular CLI: 13.0.1
    Node: 16.13.0
    Package Manager: npm 8.1.3

您拥有@angular/core版本 13，但@ngrx/store支持直到 Angular 12。

如果您安装latest标签，它会抓取12.5.1这在您的情况下不起作用。

你应该考虑ng add @ngrx/store@next获取版本13.0.0-beta.0
