This is the way:

fig.update_layout(yaxis2 = dict(range=[<from_value>, <to_value>]))

Your code sample does not work on my end. But in this example, the following setup:

fig.update_layout(yaxis2 = dict(range=[0, 300*10**6]))

... will turn this:

... into this:
