当没有可用更新时，为什么 Homebrew 说我没有最新的 CLT？

Homebrew ( brew doctor) 发出以下警告

Warning: A newer Command Line Tools release is available.
Update them from Software Update in System Preferences or run:
  softwareupdate --all --install --force

If that doesn't show you an update run:
  sudo rm -rf /Library/Developer/CommandLineTools
  sudo xcode-select --install

但这两个选项都没有提供任何可用的更新。还有一个建议手动下载的链接，但那里列出了许多 CLT 版本，并且不清楚哪一个（如果有）可以解决此消息；安装最新的（非测试版）并不能解决问题。
