结合.NET Core 2.2和3.0项目

Okey，所以我发现解决方案问题是dotnet ef --version在我的情况下不是预览版7，所以我进行了更新 dotnet tool update --global dotnet-ef --version 3.0.0-preview7.19362.6，现在可以正常工作了。
