我使用的是 Blaze（随用随付）计划。
由于卡过期，我最近遇到了同样的错误，所以我更换了新卡，但错误仍然存在Billing account not configured. External network is not accessible and quotas are severely limited. Configure billing account to remove these restrictions
所以我回到Spark plan并返回Blaze Plan
之后一切正常
