有同样的问题 - 去了SDK管理器并安装了额外的SDK平台; 奥利奥8.1.似乎问题是'新'API 28仍有问题.它说已部分安装,但我基本上只检查了较低API的框并下载/安装:

另外,我更改了build.gradle文件的SDK版本,buildTools,appcompat和设计版本,如下所示.它现在有效,我将在稍后阶段回到API 28,这些问题已经解决.
