similar_posts = Post.published.filter(tags__in=post_tags_ids)
                                     .exclude(id=instance.id)

上面的行应该是

similar_posts = Post.objects.filter(tags__in=post_tags_ids)
                                     .exclude(id=instance.id)

此外，如果您的意思是使用字段，publish那么它只能在查询集参数中使用，而不是作为相关对象属性
