发生该错误的原因是您将扩展创建为单个String.

您用于获取扩展的代码之所以有效,是因为您也将其作为单个代码读取String(您正在以与创建它完全相同的方式读取它,这就是它的工作原理)。

证书策略扩展具有良好的预定义格式,并且CertificateFactory尝试根据此格式解析证书。

RFC 5280中,您可以找到扩展的格式:
