您无法使用 RSA-OAEP 私钥进行加密。该问题可能是由于您encrypt在导入时在密钥用法中设置了标签。

如果 key 的 [[type]] 内部槽不是“public”，则抛出 InvalidAccessError。

函数base64StringToArrayBuffer不正确

PEM采用base64编码，功能b64EncodeUnicode是对内容进行两次编码。
