似乎默认情况下Yii2将在BOTH服务器端和客户端进行验证.检查Yii2 docConditional Validation部分示例:

['state', 'required', 'when' => function ($model) {
    return $model->country == 'USA';
}, 'whenClient' => "function (attribute, value) {
    return $('#country').val() == 'USA';
}"],

你还需要一个'whenClient'代码,或者像@Alexandr Bordun所说,通过禁用客户端验证'enableClientValidation' => false.
