我很难分离根本原因但我发现的是 - 当循环没有发生时,user.Identity是类型ClaimsIdentity而且IsAuthenticated是true.当它确实发生,IsAuthenticated是false不过user.Identity是一个类型的WindowsIdentity.

IIS中的所有形式的身份验证(匿名除外)都被禁用.IIS Express在任何地方都没有使用.
