ScrollView不会滚动到底部

我的活动中有一些问题.ScrollView不会向下滚动到底部.

如果查看scrollView的滚动条,可以看到它没有向下滚动到底部.

android:paddingBottom="10dp"

它会将滚动视图的内容向上移动10 dp而不是VIEW.
