puppet-dashboard 说在 10.04 LTS 中不要使用 ruby​​gems 版本，但没有说 12.04 LTS 中的打包版本也不起作用。

根据邮件列表的一项建议，我运行了 puppet-dashboard 手册中列出的脚本，并将 gem 安装降级到 1.3.7。

我还安装了 rdoc gem。

在这两个更改之间，它解决了问题。
