查询不会编译/运行

SQL Server 2014 Service Pack 1 对新的 Cardinality Estimator(新 CE)进行了各种修复。发行说明还记录了修复程序。

您已经激活了 TF 4199,因此改进应该会自动激活。

我强烈建议您更新和使用新的 Cardinality Estimator,但要使用所有更新的修复程序,而不是禁用新的 CE alltogheter。
