问题是由于 ProFTPD 没有及时停止重新启动。

解决方法是编辑服务文件，添加重试。

/etc/init.d/proftpd

找到这一行：

start-stop-daemon --stop --signal $SIGNAL --quiet --pidfile "$PIDFILE"

改成这样：

start-stop-daemon --stop --signal $SIGNAL --retry 1 --quiet --pidfile "$PIDFILE"

这个变化为我解决了它。
